Over the past two years,the State Council has made major plans to further transform government functions and improve public services,clearly demanding greater use of social forces in the field of public services and increasing government purchases of services.Under the background of the renewal of management concept and the shift of macro-policy,local governments further explore the reform and purchase of public services,enrich and innovate the supply mode of public services,and regard the purchase of industrial poverty alleviation services from social organizations as an important measure to promote the transformation of government functions,deepen the reform of administrative system and build a service-oriented government.Measure.At present,the work of poverty alleviation at the grassroots level is in a situation of high demand imposed by higher departments,diversification and individualization of poverty alleviation industry demand by poor households.The traditional rigid government monopoly supply mode has been helpless,and the government has turned to the market to purchase poverty alleviation industry services.However,after years of exploration and development,the activities of purchasing public services by our government are still not mature enough.There are some problems,such as imperfect laws and regulations,leading social organizations,and imperfect supervision system.The government is duty-bound to deal with all kinds of problems arising from purchasing activities,which are closely related to its own role as an authoritative manager in the process of purchasing.Under the background of deepening the reform of "simplification and decentralization,combination of decentralization and optimization of services",how governments at all levels gradually divest themselves of "authority" in purchasing public services from the market,actively change their roles and find a reasonable orientation will affect whether the government can realize its own transformation functions,whether the subjects of other purchasing activities can participate equally and whether the whole purchasing activities can be smooth.Develop.Through the analysis of Napo County purchasing poverty alleviation industries by way of entrusted management,this paper shows the status quo of the role of the government in purchasing public services,and finds out the problems.Starting from the actual work,this paper discusses the status quo of the role orientation of our government in purchasing public services,in order to truly analyze the problems.Then,this paper puts forward some feasible suggestions on the role of Chinese government in the process of purchasing industry poverty alleviation services,such as formulating perfect laws and regulations,improving the government's market-oriented purchasing power,and fostering good social organizations,combining with the mature experience of western countries in the theory and practice of government purchasing.
