Research On The Role Of Government Service Industry In Zibo City Zhangdian Area

The service industry is an important part of the real economy，and its development level isa scale to measure the advanced degree of modern society and economy. In recent years, theChinese Communist Party (CCP) and the Chinese government have attached great importance tothe service industry development, publishing a number of policies for accelerating thedevelopment of service industry. Accordingly, it needs to further deepen social division of labor,enlarge the reform bonus effect and fully promote leaping development of service industry,which also plays a pivotal role in promoting the county to transfer mode and adjust structure, andaccelerating the development of local economy.Although market is the dominant force in resource allocation，the rapid development of theservice sector cannot be achieved without the promotion of the government‘s "visible hand".Thus, how to make use of own advantages, accelerating service industry development，especiallyfor how the government transforms functions and plays a good role in security，service etc. andsupporting the development of service industry, has become an important research topic for thecounty government to be addressed.Previously, there were many articles about researching the service industry development.Most of them paid more attention to industry self-development or the studies of metropolis suchas Beijing, Shanghai. Few of them focused on the studies based on the government functions，and the deep studies on medium and small cities or the county government are even less. Thisthesis attempts to start from the role played by the government and provide a new perspective forthe county government to promote the development of service industry.This thesis attempts to analyze the development of the service sector and the relationshipbetween government and market with a method of combining "literature review, case studies,empirical research, comparative analysis", by accessing to a large service industry with relevantnational and local policies, laws, and regulations document, and seeing a lot of others throughtheoretical research achievements. In particular, it analyzes the role and function of thegovernment，according to American scholar Porter’s Diamond Theory. Taking Zhangdian Districtof Zibo City as an example and combining with the experience of service industry developmentin advanced areas both at home and abroad, this paper summarizes a way for the countygovernment to better improve administrative efficiency and create a favorable businessenvironment. Besides，through the top-level design, launching the creative production factors,increasing the domestic demand, promoting the development of industrial clusters，regulating the industry organization and providing comprehensive services, it proposes the specific measures topromote the local service industry to achieve leaping development.This thesis is divided into five parts，the first part introduces the concept of services athome and abroad, such as Research In Motion, and the second part of the theory of the role ofgovernment and the role of elaborate, and the third part in the development of county servicesZhangdian, for example in the analysis of the role of government, and the fourth part of thetypical practice of the city’s service industry advanced conducted Exploration, and the fifth partwas to make recommendations on the role of county government in the service sectordevelopment， thus summing up the county government to better improve administrativeefficiency, and create a favorable business environment path. This thesis put forward specificinitiatives, such as government, through the proposed top-level design, launch the creation ofproduction factors, increase domestic demand and promote the development of industrial clusters,norms and industry organizations to provide comprehensive services to promote the developmentof local services across specific initiatives, which has important theoretical and practicalsignificance to promote the healthy development of county services.Therefore, for the current status quo of China’s service industry is capital-driven, countygovernment to develop services need to do a good job at both aspects. On one hand, countygovernment should play the main role in the enterprise, not offside, but the degree ofintervention in enterprise development, on the other hand, play good information providers,industry promoters, who created the environment, the role of market regulators, to provide amore open and healthy competition in the market for enterprise development environment.
