Since the harmonious world is present by China,it become the focus in the world community. Not only is it Chinese foreign strategy, but the new international scope to research the national relations. According traditional international theory which reckons that nation power can define benefits, the benefits can define the national relations, however, the harmonious world is not rational. Therefore we need new international theory and view to explain it, the constructivism which advanced by Alexander Went, is the perfect one to analyze the frame, the cultural origin, the content, the value and merit of the harmonious world. Through the thread that national identity can construct the benefits, the benefits can define the meaning of the power, I prove that the thought of harmonious world is rational and epoch-making, as well as, prophesy the blueprint and direction of development of the Chinese foreign policy, through affirming the hypothesis that the national identity and the national benefits could construct each other. I hope this paper can provide the international foundation of the thought.The paper contains three parts: the first part builds the frameworks of traditional international theory and constructivism, analyze each flaw and mistake, and strive to prove that national identity could mutually construct national benefits. The second part introduces the thought of harmonious world by the numbers. The last part shows the value and meaning of harmonious world through stating the international background and the forming course, distinguishing the American foreign policy and the harmonious world. In the end, the part emphasizes that it is crucial to insist the harmonious world policy when the global economic crisis coming.
