The U.S. Public Diplomacy After 9/11

Various fields in traditional ways have changed profoundly as the result of informatization and globalization.The depth and breath of diplomacy has expanded and multiple new forms of diplomacy have emerged such as multi-track diplomacy, digital diplomacy and environmental diplomacy.As an important diplomatic form arising along with deepening informatization and globalization,many countries have attached increasing importance to public diplomacy.The United States views public diplomacy as a significant component of the nation diplomatic strategy.From the viewpoint of history,public diplomacy was one of the magic weapons to fight against socialist states and gain final victory in the Cold War.From the realistic perspective,public diplomacy is an important strategetic weapon to handle anti-American phenomenon around the world and win "the war of ideas" in the era of post-911.As a matter of fact,irrespective of whether the United States shouts the slogan of the anti-communist or holds high the banner of the anti-terrorism,neither has been able to cover up the true objective--implementation of American political value by means of public diplomacy.In the context of anti-terrorism,Muslim countries have already become the focus attention of U.S.public diplomacy.Due to the distinctiveness of language,religion and culture among Muslim countries,U.S.selects Muslim countries in Southeast Asia as "experimental field" of public diplomacy,which embraces theoretical and practical significance.Indonesia and Malaysia chosen as study samples,the paper synthetically examines the reasons for the U.S.public diplomacy,thoroughly elaborates the efforts of the U.S.public diplomacy,fully summarizes the characteristics of the U.S.public diplomacy and eventually objectively analyze the challenges brought out by the problems and drawbacks of the U.S.public diplomacy.As the only superpower in the world stage,the U.S.public diplomacy has very strong typicality and representativeness.Although the United States has made great efforts in public diplomacy after the 911,it failed to achieve the objective-- improvement in reshaping the country's image.Therefore,the success and failure of the U.S.public diplomacy serves as a frame of reference,providing important lessons and experience to public diplomacy of China.As a result,China not only needs to pay attention to the bitter lessons of failure and avoid repeating similar mistakes,but also needs to draw upon success of U.S.public diplomacy as valuable experience,which enables public diplomacy to better serve national interests based on the actual basis of our own and to become an important means for China of dealing with the challenges of globalization and achieving modernization.
