China 's Study On Public Diplomacy Of Overseas Chinese Affairs In Malaysia

With the rise of Chinese public diplomacy, public diplomacy overseas Chinese affairs was officially lifted in the 2011 National Overseas Chinese Affairs Work Conference. Li Haifeng,director of Overseas Chinese Affairs Office of the State Council,pointed out “strengthen public diplomacy overseas Chinese affairs.”Overseas Chinese public diplomacy as an important part of public diplomacy has been the Chinese government’s attention. On the one hand,Overseas Chinese public diplomacy make good used of overseas Chinese affairs resources to enhance the overseas Chinese identity of China, on the other hand, encouraging overseas Chinese living in the country to publicize the real China, to help them objectively understanding China.At present, China and Malaysia in economy, trade, education, energy, shipping,etc. have made good progress. Malaysia due to historical, cultural and geographical factors, become an important country of China’s "Marine Silk Road" focus on building. Of course, there are some real problems to solved. Malaysia as the core ASEAN countries, the quality of dealing with these problem directly related to the relations between China and other ASEAN countries. Malaysian Chinese have a more solid economic strength, occupy an important position in the country’s national economy. The unique advantages of overseas Chinese in Malaysia is sufficient to constitute China’s soft power resources.This paper is divided into five parts, the first part introduces the Overseas Chinese public diplomacy by introducing the concept of public diplomacy compared with public diplomacy,and also refer to the background and purpose of the Malaysian Chinese Affairs public diplomacy, laying the groundwork for the later. The second part is the focus of this article,public diplomacy practice path include five aspects:Chinese media publicity, cultural activities, economic exchanges, Chinese education, the protection of rights and interests. The third part analyzed the effectiveness of public diplomacy in Malaysia based on the implementation of the second part by these three dimensions of image,relations and influence. The fourth part analyzes plight, such as limited influence of China mainstream media,failing to give full play to Chinese Business Network, Chinese Language Education has serious difficulties, the law of protecting the overseas is not perfect. Part five concentrate onhow we carry out the future implementation of the Overseas Chinese public diplomacy more effectively.
