Public Emergency is defined as the suddenly occurred and urgent event which has caused or would cause heavy casualties, property damages, serious ecosystem destruction or grave social harmfulness, endangering public security. Public Emergency is divided into four kinds: natural disasters, accidental disasters, public health events, and social security events. Under certain conditions, Public Emergency can evolve into Public Crisis. Since the 1980s, all kinds of frequently occurred emergencies, threats and disasters have asked our government to have good ability to response Public Crisis. During the managing of Public Crisis, Information would always play a very important role. This situation calls for good quality of crisis information management. To study the information flow in crisis management, is of great worth to Public Crisis Management for the government.Based on the basic theory of crisis management, crisis information management, crisis information flow, this thesis developed the DIO model to analysis and study the information flow in crisis management. The DIO model is a methodology model, which has four basis steps: first is to describe information flow in crisis management, second is to identify the problems in the information flow in crisis management, third is to optimize the information flow in crisis management, and last is to model the information flow in crisis management. After studying the relationship among information flow, problems and model, we optimized the DIO model. Then, this thesis studied the construction of Crisis Management Information System in the aspects of basis of system construction, information technology support and framework system. And introduced a typical Crisis Management Information System based on information flow: the Disaster Response Planning Model system. The pattern brought up in the article is nothing but what needs to be improved in the practice. All in all, the development of the topic calls for the endeavors of all circles.
