The further development of the market economy led to the labor dispatch, which at the birth and development of the international trend of flexibility in the enterprise employment, the inevitable demand of marketing allocation of human resources. Labor dispatch as a new form of employment, because of its special advantages, is in the rapid development of our country. It can serve as a panacea for the country to promote employment as well as a good way for the enterprises to save costs and increase flexibility; at the same time, for the dispatched employees who faced of enormous pressure on employment, labor dispatch can provide them with the provision of flexible or transitional jobs. However, the characteristics of the labor employment, separation of the labor employment and usage, led to the inherent limitations. Labor dispatch tends to make short-term labor relations, and reduce the quality of employment, bring damage to the interests of the dispatched staff. This makes us turn our attention from its role in promoting the employment to the protection of the employment quality.In this paper, from the view of the labor relations adjustment in labor dispatch, we try to explore the deep-seated causes of the problem in labor dispatch. On the basis of the empirical analysis, we look for the method to establish and improve the adjustment model of labor relation .The paper start with an overview of the causes,theoretical significance, as well as the multi-society benefit among businesses, employees and the country, consider it as a beneficial employment form with both flexibility and security. Then, in the light of the first-hand empirical research data, we expound the status quo in labor relations in Beijing. Combined with the detailed, official survey data, we do a comparative study on the before & after of the "Labor Contract Law" implementation, so that we can sum up the characteristics and labor relations problems at this stage in Beijing. From three levels of the traditional labor relations adjustment-the macro, meso and micro-the fourth part of this article try to analyze the non-adaptation between the traditional labor relation adjustment and labor dispatch, and take such non-adaptation as the causes of many problems in labor dispatch. Based on the above analysis, this article concludes with the selection and specific measures of labor relations adjustment model in the labor dispatch of our country.
