Community self-government refers that community residents achieve self-management, self-service and self-monitoring through democratic elections, democratic decision-making, democratic management and democratic supervision under the leadership of the party and the government. With the promotion of unit structural reform in urban communities, it gradually becomes the important strategic space of basic democracy that the position of community is raised in the urban development. As an effective form of democracy-building, it provides qualified democratic main body and increasingly mature mechanism for development of basic democracy. It is requested of the development of socialist market economy to promote the development of basic democracy, it is not only the inevitable demand to modernize Chinese politics, but also to consolidate the party basis and build a harmonious socialist society.With the promotion of the political democratization, social diversity and urban modernization, urban community residents and the gradual self-government call for full of new vitality. It plays an important role for basic democratic construction. At present, it already has made some achievements in the building of self-government during the period of social transformation, but there are also some problems.
