Study On The Practice Process Of Negotiation And Discussion Of Urban Community Residents

With the acceleration of the comprehensively deepening reform and opening up,profound changes have taken place in Chinese society structure,with principal contradiction transforming simultaneously.This means that new social problems are constantly emerging,and traditional social management methods are no longer suitable to cope with the increasingly perplexed and difficult situation.In order to build a harmonious society,the CPC and Chinses government have changed their outlook and proposed a new multi-governance system,by further incorporating the government and the society.And with the social governance shifted down to the grassroots and the reforms to streamline administration,delegate powers,and improve regulation and services conducted,the grassroots government and autonomous organizations are playing an increasingly important role.In this context,pilots are established in urban communities for innovative social governance systems,and community residents' consultations is being implemented as a new grassroots governance method.Central government's policies and local conditions have been combined by the municipal government of “the city of B”,policy documents of consultations which have been put in to the city's development planning,have been released by municipal and district governments,and pilot programs are conducted in streets.After years of exploration,progress in community consultation has been gained yet some problems also emerged.Conducting researches on it will help form some valuable experiences and advice which is critical to improving social governance and the establishment of a democratic country.Under the paradigm of qualitative research,this paper applies the perspective of social governance,taking 18 urban communities from B city as the sample.By in-depth interviews with the leaders of the community,first-hand information is obtained and analyzed.This research takes an insight into the conduction of community consultation,which includes plan making,practice conducting and feedback of policies.The findings show that the city “B” has built a model of community consultation with its own characteristics and multi-layer negotiation mechanism has been made,experience in system innovation is also gained,while four pairs of contradictions are also found which hinders its functions.Finally,recommendations are proposed from policy-making,administrative and practice in terms of community consultation.
