It's difficult to exert people's potential and improve working efficiency only by means of Economic methods and laws to manage the members in any organization or management activity. Psychological Contract means the connotative, informal and unacknowledged mutual expectation besides formal employment contract and other contracts existing in the mutual relationship of organization and its members. The Psychological Contract also exists in the organization and management activities in the primary military level. It not only affects soldiers' thought and behavior much, but also affects the management in the primary military level directly. Therefore, to envisage the importance of the psychological contract's objectivity and mutual effects and invoke the theories and methods of Psychological Contract in the field of management of primary military level to develop new ways of management in primary military level, is a good way and new way to raise the work satisfaction of soldiers and to improve the management efficiency of primary military level.On the basis of the study results on Psychological Contract made in China and abroad before and combined with the current management status in primary military level of China, I hereby invoke the theories and methods of psychological contract in primary military level of Chinese Army, and make a primary discussion on the necessity and the emergency of the psychological contract developed in primary military level. To figure out the content of psychological contract gives priority to mutual expectation of our soldiers by study on the soldiers working in the Primary Level of a Camp in Guangzhou Military Region; To detail the Factors affect the content of psychological contracts between administrators and soldiers and analyze the reasons; To provide operative advice on improve the management of soldiers' psychological contracts; To avoid or reduce the negative influence caused by the broken of psychological contracts; To establish harmonious psychological contracts, improve soldiers' working satisfaction and the management efficiency and to provide new ways for primary military level.
