The Study On Decision Support System Of China Public Crisis Management

At present, China is undergoing social transition, on the one hand, a number of major security incidents which natural disasters and man-made factors have led to continue to occur; on the other hand, the gap between rich and poor is widened and social problems are emerging in endlessly. Our country has entered a period of social crisis events made high-frequency. Critical incidents lead to that social life deviations from the normal track, not only cause tremendous loss of life and property, but also pose a major threat to economic development, social stability and national security. In the emergency decision-making process, decision-maker is under the time and psychological pressure, and often faces the decision-making problems by unstructured form, so the traditional decision-making experience can't adapt to the development of the times. We must speed up changing the decision-making to modern science, Therefore, combining the theory of public crisis management and decision support system, establishing the public crisis management- decision support system has an especially important meaning to break the existing situation which faces to the single-disasters, resource dispersion, and the fragmentation of the sectors. It's also has an especially important meaning to improve the efficiency of the emergency decision-making and form new mechanisms of public crisis management about scheduling agreed, joint coordination and information sharing.This article is divided into five parts. The first part is the chapter introduction which makes a general introduction mainly on research background, research purpose, research significance, research ideas and the structure. The chapter two introduce the public crisis theory and the public crisis management theory which starting from the public crisis management. On the basis of introducing the advanced experience of public crisis management in developed countries, the problems of public crisis management in our country have been studied. And this part gives some good suggestions on the public crisis management in China. The third chapter presents on the decision support system, which makes a theoretical preparation for the model construction of our public crisis management-decision support system. The fourth chapter introduces the necessity and the possibility of establishing public crisis management- decision support system in our country, and expounds the principle of our public crisis management-decision support systerm in the construction. The fifth chapter is the focus of this paper. Makes a analysis of the functional Requirementsand simulates a model of our public crisis management-decision support system. Of course, this article also sees the difficulties in establishing our public crisis management-decision support system. I propose the problems which should be noted combining my own learning.
