The Analysis Of Improvement Of Public Opinion Expression Mechanism From Perspective Of Letters And Visits Predicament

The premise of efficient function of modern democratic policy is the way that public opinion can be conveyed orderly and sufficiently. The issue and adjustment of public policy should also be on the basis of timely understanding, fully comprehension and highly conformance public opinion. For a democratic government, it's important to build up a functional and sound system to convey the public opinion. In the past decades, Chinese government was making an effect to smooth the public opinion and the public expression mechanism has made significant progress which contributed a lot to our social political and economical reform. However, some problems come up in this mechanism and part of them can hardly accommodate to the current public expression situation. As a result, public opinion expression reform and improvement have become a problem needed to be solved.At the beginning, the author gives a definition of public opinion mechanism and explains the main body and channel of expression public opinion in China. And he also exhibits the general picture of Chinese public opinion mechanism in terms of the current political system. Then the author starts with the important system channel -letters and visits and explains how letters and visits is not popular with the public. By analyzing the reasons, the problems in public opinion mechanism will be unveiled. From the view of social economy, political system and historic cultural elements, the root of the problems has been found. In the last part, the author proposes the correspondent suggestions on five aspect, namely, improvement of initiative effect on public opinion expression, optimization of public opinion structure, reinforcement of system construction, cultivation of favorable political environment and enhancement of government guidance.The innovation of this paper lies in: 1. exploration of problems and origin of public opinion expression mechanism in regard of letters and visits; 2. all-sided suggestion based on the current situation and political function mode.
