With the rapid development of market economy, democratic politics and the massmedia, public opinion has become the high frequency words in the civil society, themedia and the ruling party’s authority file, becoming the significant trend incontemporary society. Contemporary Chinese peasants have becoming vulnerablegroups in society. Improving peasants’ expression of public opinion plays a significantrole in protecting their basic rights and developing the rural areas in terms of political,economic and social. Firstly, based on theoretically defining the concept of peasants,public opinion and the voice of the people, the paper describes the theoretical basis ofthe study, including: interest expression theory, the theory of sovereignty of the people,the Villagers’ autonomy theory and equitable distribution. Moreover, contemporaryChinese peasants’ public opinion expression is experiencing new changes in motivespath and effects as well as facing the obstacles of relatively weak subject, relativelypassive object, inadequate protection mechanism, and single channel. Based on theobstacles, the paper comes up with strategies of raising peasants’ comparative advantage,enhancing the initiative of object, improving system construction, and expandingmulti-dimensional channels, in order to enhance the advancement of democracy,stability and development of the countryside, to construct the new socialist countrysideand to contribute to the socialist modernization.
