Research On Perfecting Of Public Opinion Expression Mechanism Under The Horizon Of The Party’s Mass Line

Since the ancient times, the public support has always been the direct bearing on the national rail and fall. In the modern society, the smooth expression of public opinion is the premise of the functioning of our democratic politics, while, the policies which are unveiled by the Party and the government are all based on following public opinion. An effective expression of public opinion mechanism is not only beneficial to promote scientific and democratic decision-making, but also to enhance the level of the party’s ruling and the modernization of government’s governance capabilities. Since the founding of New China, the Party and the government have made a great achievement on actively exploring the construction of the public opinion mechanism, making a significant progress on developing China’s economy and society. However, there are still lots of problems on the implement of public expression, such as the unsmooth channel within the system, the disregarding for public opinion by some Party members and the leaders, the frequent occurrence of mass incidents, and so on. Therefore, reforming and improving the expression of public opinion mechanism has become one of the major issues needed to be solved.This article will spread out exposition from five aspects. The first part is introduction, mainly elaborated the selected topic background and research significance of this article. Based on analysis of the research status of the public opinion expression mechanism at home and abroad, this paper will introduce the research idea, research methods and the difficult point and innovation points of this article. The second part wants mainly to define the related concepts of the party’s mass line and the public opinion expression mechanism, as well to analyze the formation, the development and the connotation of the party’s mass line and the composition of the public opinion expression mechanism. As the breakthrough point of the study of the article, the third part studies the relativity of the party’s mass line and the public opinion expression mechanism. For there is a definite relation between them, this article selects to research on perfecting of public opinion expression mechanism under the horizon of the Party’s mass line. The fourth part analyses the status and existing problems of our current public opinion expression mechanism. Based on the analysis, this article is to explore the deep factors which have effects on our country’s public opinion expression mechanism problems from the economic, political, and historical and cultural level. The fifth part is the essence of paper. It emphasizes that to establish a perfect public opinion expression mechanism of our country need to combine with national conditions and give full consideration to the role of the communist party of China; Therefore, it also needs to improve the training mechanism of the main body of public opinion expression mechanism, build strong object cultivation mechanism,implementation mechanism and specification mechanism.
