Study On The Public Participation Of Urban Government Decision-making Based On The Information & Communication Technology

As the swift development of urbanization in China, the traditional decision-making mode of governmental sole principal part is getting more and more challenge by complex urban problems. The public participation in urban government decision-making is becoming an inevitable choice of sustainable development in cities. Since the 1990s, the Informatization in urban government developed very quickly. Under the information technology background, lots of new trends and issues crop up in the area of public participation in urban government decision-making. The research based on information technology of public participation in urban government decision-making can give a great help in the study of democracy administrative theory. At the meanwhile, it has important practical significance to guide the democratization and scientific style in our urban government decision-making.Based on the definition of related concepts on public participation, this paper reviews the rationale and elaborates the necessity of public participation in government decision-making. This paper analyses the affects that information technology caused to public participation in government decision-making. It points that there are two sides of affects., For example, effecting the separation of decision-making power ,enhancing the sense of participation, optimizing the method of participation, promoting the direct interaction between the government and the public as the positive one, and the distortion of participative information, the difficult in planning participation, the unfair in participation as the negative one. On the basis of development of urban information technology in China, we researched the present situation and insufficiency of Chinese public participation in government decision-making. This paper points that we are on the road of participation from"not be"step to symbolic step. And the citizenry sense of participation gets much stronger, the information getting is much easier, the method of be in is much more direct and multiple. In the information technology surroundings, our public participation in government decision-making makes great strides. But also we notice many problems. Such as the government's knowledge sharing is not promptly, the influence of public participation is limited; the lack of legal standard and the"digital gap"is getting more obvious. Combining the theory analysis and the practice research, we can explore the exact way of improve our public participation in government decision-making. That is, reform decision-making organization, expanse the power of the public; advance opening the government faire, progress the government-public interaction; develop the citizenry society, enhance the potency of participation; strengthen the Legislative work, realize the order of participation; span the"digital gap", safeguard the participation justice.
