The Study On Citizen's Network Political Participation In The Process Of Developing Participative Political Culture

The developments of productive force of society always promote and adjust the production relations. The network based on information technology is a new kind of productive force, which influences all aspects of human life since emergence. In the political field, political participation is the aspect influent most by network, that is because a new access of political participation, network political participation, is born due to network. With the strong promotion of network, network political participation deeply affects the process of political civilization and social democracy, especially the participative political culture.On the proof of interactive influence between political culture and political participation, this paper introduces the merits and functions of political participation and its impact on developing participative political culture. In order to analyze the state of China's network political participation, the author observes the main forms of it, and introduces the special pattern, merit and function of each network political participation form. It's the most formal question when netizen decides to participate policy through network that is which form they should choose. The level of participation form, the nature of public policy and the objectives of netizen are three key factors. The author does a matching analysis between the three key factors and the forms of network participation.The diversity of network participation forms increases its influence on building participative political culture in China.
