There are 13 billion people in China , 9 billions are farmer.their development and survival rights are protected, Chinese rights are protected.But government powers are harme to farmers.farmers rights cann't be guaranteed, because their rights are often invaded in reality.According human rights theoretics and constitution's freedom of tong, referring to history and experience of China and foreign countries, we set up ourselves The Peasant Assoeiations. The Peasant Assoeiations is different from villager committee, it haven't the character of administration, independence, free will and autocephaly and so on. I dream up The Peasant Assoeiations, which is four steps. They are the relationship of tutorship and guidance not leading, which tallies with practice and the general situation of our country.
