Selecting and appointing cadres for the party and the government is a core content of the political system in China. Nowadays, with the rapid development of CPC and the outside world, come great challenges to the Party's ability to rule and higher request to the institutions of selecting and appointing cadres. The development of the selecting and appointing institutions will determine not only the future of the party but also the future of China as a whole. Therefore, the reforms in the institutions of selecting and appointing cadres are playing a very important role in the political reforms in China.Following the guidance of dialectical materialism and historical materialism, this paper studies the thesis of reforms in institutions of selecting and appointing cadres in China from the angle of management and political study. And it concentrates more on the macro analysis rather than micro study. First, it makes indispensable and accurate definitions of the core conceptions and theories of institutions of selecting and appointing cadres to lay an epistemology basis of the study. Then it summarize the characteristics of China's selecting and appointing institutions of cadres in different time periods through an overall review of the development path of it, and analyze the symptom and cause of the main sicknesses the institutions suffered currently. Some core characteristics which can be used for reference to us of the mechanisms of official selecting in ancient China and western countries have been summed up after a review of the two. According to the theoretical conclusion and comparative analysis, the paper explores the guiding ideology, principles, and main content of the reform and innovation in selecting and appointing institutions of cadres in China.The reforms in selecting and appointing institutions are too complex to be accomplished in an action. It would be a long term task. Restricted by the length and personal capability, this paper could only explore and analyze the problems that attract great public attentions and still stay unresolved to lay foundation for and stimulate further studies in this field.
