Talents make a country prosperous, and is the key to manage politics. Personnel selection and employment relates to the career of our Party and the future of our nations. All levers of Party and government cadres are the concrete implementation and enforcement of lines, principles and policies of the Party and the country, the condition of cadre team and leadership directly determines the leadership and administration level, and is a relation of whether our Party and socialism enterprise thrive or not. Since the reform and opening-up, in order to meet the social development, our Party has carried on the reform of the cadre and personnel system, which has taken a series of measures on strengthening the construction of leadership and cadre team, and the work of personnel and selection has made great achievements in practice. As the main mode of selecting and appointing cadres of our country for a long time, the system of recommending and appointing cadres has selected a large number of outstanding leaders. However, we should see the problems during the process of selecting and appointing cadres when it works, such as cronyism, corruption,and power-for-money deals. These questions have not only severely damaged the construction of cadre team, but also seriously hurt the image of our Party and government. In recent years, the central authority advocated to adhere the principle of "democracy, openness, competition, basis of merit ", and constantly improve the credibility in the work of selecting and appointing cadres. To promote the job of cadre selection and appointment open is to acclimate the request of the times growth under new circumstances, which is also an important direction of the reform of the cadre and personnel system. This paper will start from the processes of selecting and appointing cadres to explore the path of promoting the openness of cadre selection and appointment.This paper mainly consists of five parts. The first one is the introduction which elaborates the reason why to choose the subject, the current research situations at home and abroad, and the innovation of this paper. The second part starts from the basic conception, and defines the notions of cadres of the Party and government, selection and appointment, the system of recommending and appointing cadres, and the openness of selecting and appointing the Party and government cadres; and expounds the theoretical basis of the openness of selecting and appointing the Party and government cadres. In the third, it makes an analysis of the current status of the openness of selecting and appointing the Party and government cadres in our countries, and elaborates the development status and problems in the openness of selecting and appointing the Party and government cadres. The fourth part is mainly to analyse how these problems produce. Under the analysis and summary of the first four parts, the last piece will explore the path of promoting the openness of cadre selection and appointment from the aspects of concept, system and operation.
