Choosing the proper people for proper positions matters a lot in political andadministration.A contingent of leading cadres of the party and government who are goodat administering the country is the very pre-requisite of the well operation of the stateapparatus. So is these talents to the stability and the development of the grass-rootgovernment. Therefore,the key point to get talented personnel is to build scientificpersonnel mechanism. It is from the very beginning of the foundation of the PRC(People’s Republic of China), the Communist Party and our country have paid muchconcern on how to build an efficient contingent of the leading cadres of the Party and thegovernment and also paid a lot efforts on completing the system of selecting andappointing the right administrative personnel. However, when looking back on theremarkable achievements that were got in managing the country, we found there do existsome problems: since the idea of how to screen and employ the leading cadres of theparty and government is sandwiched between the traditional system and the modernsystem, the system on how to screen and employ the leading cadres of Party andgovernment is not yet complete, and the system is challenged in its theoretical andpractical facet. And to summon it up, these problems are in poor state to be solved andperfected.The township government is the organized government in its lowest level inrural areas, but it enjoys a vital status: the well operation of the township governmentplays a great role in guaranteeing the development of the country, the stability of thesociety and benefits of the people. The leading cadres on the township level are the directadministrators of the village and town’s political power and also the group of people whoare mostly closely related to the vast masses. Therefore, to select proper and excellentleading cadres of township party and government is an element to our Communist Partyand our state when managing the grass roots. To study how to select and appoint cadresin the township cadres in the township level is also the goal of deepening the reform ofthe cadre and personnel system and the reform of administrative management system ofvillages and towns.The present time has witnessed some problems happen, such as: someleading cadres from the villages and towns in certain place met the challenge of how tokeep up with the economic and political situation and how to accomplish their newmissions; besides,“latent rule” and corruption may become an uninvited cup of teaduring the process of selecting and appointing the leading cadres in the village and town’s level. All these problems have well proved that there is much room for themechanism of selecting and appointing the leading cadres in the township level.Aimingat studying the problems that emerged in the work of township cadre selection andappointment, exploring the reasons and then putting forward with proper suggestions,this thesis tries to help the Communist Party and our country deepen the reform of thecadre and personnel system and the reform of administrative management system ofvillages and towns, provide certain experience for the work of selection andappointment of the leading cadre in village and town’s level to draw on. All such deedsis to achieve the goal of build an excellent contingent of leading cadres of the party andgovernment of villages and towns.
