On The Systematic Construction Of Selecting And Appointing Party And Government Leading Cadres Selected Work

Cadres of the party and the government are the backbone of the cause of the party and the country. Therefore, whether the work of the selection and appointment of the cadres are well done has a direct bearing on the success or failure of the country's cause. And the selection and appointment of the cadres fundamentally depends on a sound system. The thesis brings up some personal opinions about the construction of the working system of selecting and appointing the cadres of the party and the government, which has a sound main system, a strong motive power, and an effective guarantee organism.The thesis consists of three parts.The first part is the analysis of the current condition of the construction of the systematization of selecting and appointing the cadres of the party and the government of our country. Though the exploration of the theory and practices over the years, the Communist Party has put forward series of rules and regularities concerning this issue which satisfy the need of the condition of the social economic and political reforms, realized the change from the personnel system which is suited to the planning economy to the personnel system which is suited to the market economy, formed four selecting and appointing ways of democratic selection, recommendation, public election and appointment, clarified the basic procedures of democratic recommendation, party's assessment, and mass discussion, and set up the system of public servants. However, there are still some problems at present such as the inconsistency in the theory of implementing the system, low scientific levels, lack of concordance, operating deficiency of the system, and so on. The existence of those problems can be attributed to the ideological and cultural reasons and the organism of implementation and supervision.The second part illustrates the basic principles of the system design of selecting and appointing the cadres of the party and the government. The contents of the system design of informal stipulation, formal stipulation, and guarantee system. Thegoal that the design of the system pursues is to demonstrate the democratic thoughts of the people, to promote the party's ability of running the state, to lower the costs of selecting and appointing the cadres, and to create a favorable environment for talented people. The principles that the design of the system follows are the principle of equality, the principle of motivation, the principle of the main body's intactness, the principle of rascals, the principle of concordance and the principle of opening up. The environment that the implement of the design of the system needs is the distinction of the cadres of the party and the government and the public servants, the distinction of the types of the cadres of the party and the government, the provision of the job vacancy and the scientific establishment of the leaders' position.The third part expounds the measures of promoting the construction of the systematization of selecting and appointing the cadres of the party and the government. What comes first is the construction of systematization of the selecting means. The democratic selection should be promoted step by step. The recommendation system should be improved. The public election should be used with limitation, and the appointment should be gradually practiced. The second point is the construction of the systematization of the selecting procedures, including the systemization of the open information of the job vacancy, the systematization of the recommendation, the systematization of the public assessment, the systematization of the party evaluation and the systematization of the work of the reserve cadres. The third point is the construction of the systematization of the supervising organism. This point includes the realization of the systemization of the interests and the obligation of the supervising body and the systematization of the attributing organism of the obligation.
