Local autonomy is the essence of legal system. There has never been a legal system which can be more influential than local autonomy on citizens' democratic practice and legally conscious, improving the progress of the legal culture. Since the middle of the 19th century, the spirit of self-government floated from Japan, which immediately became a movement that numerous people with lofty ideals were trying to explore strenuously for the road of salvaging the country and the nation.According to the past studies, most scholars have done a deep and detailed work into different periods , but there are still a lot of arguments about weather the general local autonomy unit attributes with self-government or not and what is the status of current local politics of China in accordance with constitutional provisions or principles. In view of this, the writer will make a further study on this issue , in hope of giving a rational explanation.This article comprises three parts of definition, main text, and inspiration. The 1st chapter gives a brief introduction of several major theories on which the writer define the meaning of local autonomy , conducting a comprehensive interpretation to the elements and theoretical basis .The 2nd chapter makes an inquiry into the current situation of local autonomy from both the inner and outer side, on which the writer comes to the conclusion that we cannot find any local autonomy in current politic system of China and gives its own explanation. The 3rd chapter is a reflection of local autonomy and it is also a way out of China.
