Local Public Goods Multi-Agent Supply

China has experienced governance transition since 1980s, government monopoly of public goods and even private goods has been broken. The supply of public goods by the government, the market and other organizations is initially formed.Western public goods supply constant innovation and development provides a useful lesson for ChinaThe public sector, the private market, non-profit organizations, community all provide public goods in their own mechanism.In this paper, the main target is the supply of public goods and services .We can learn the mechanism and the idea of pluralistic integration of resources.Combined with the realities of China's national conditions to optimize the Chinese supply of public goods and services.First of all,the paper introduces the poly -centric governance ,which is the base of pluralistic integration of social resources.It also explains the theory of public goods and the concept of pubic services.Secondly, it carries out a detailed analysis of the supply of public goods and services in local government of USA. Thirdly ,the paper show the problems of Chinese supply of public goods and services. Finally, Putting forward five countermeasures to optimize the supply of public goods and services in china:Redefining the role of local governments,setting up local governments mainly for public service; Deepening reform public institutions, improve the supply of public services; Strengthening the financial transfer payments to achieve equalization of basic public services; Improve the performance assessment mechanisms and service efficiency; Optimize the system of environmental non-profit organizations, and steadily push forward the development of non-profit organizations.Public goods supply system of multi-center finally established has fundamental and long-term significance as to the provide of public goods and services,Only by building a diversified composite of public goods supply mechanism, realizing the diversification of social resources integration, we can achieve our goals.
