A Study On The Urban Community Public Products Supply Under The Perspective Of Multi-center Governance

Since china is at the hard time of economic reform and the rapid transformation of society, new problems and new contradictions relying on the community of city construction emerge in endlessly, especially the supply and demand contradiction of public goods in urban community. With the deepening of community construction, the supply system of public goods in urban community gradually changes from government to multiple providers, such as government, market, social organizations and community residents, which make a contribution to the supply of public goods in urban communities. However, the existing "single center" model of public goods supply, inaccuracy of government role playing in supply process, lack of the development in Social intermediary organizations, the top-down decision-making and lack of responsibility and cooperation lead to some predicaments. There predicaments are:it cannot meet differentiated and diversified demand of the community for public goods; the supply is single model and inefficient, the low autonomy degree of supply in community and the decision-making for supplying lacks of scientific and democracy as well as the multiple providers have low ability to cooperate in different aspects of supply and so on. The multi-center governance emphasizes service provider, power guide and decision-making participants as multi-centers and advocate that multiple providers should be co-operative to build a new multi-center governance model under three-dimensional framework for government, market and society, which provides new ideas and theoretical basis for the effective public goods supply of China's urban communities. Therefore, the author puts forward a series of solutions for the efficient public goods supply in urban communities, combining with the actual situation of China's urban communities supply of public goods, analyzing problems and causes of these problems deeply in the perspective of multi-center governance and drawing on the advanced experience of other countries'multi-center governance in communities such as Canada, the United States and Japan. The suggestions are as follows:to adhere to the satisfaction of community residents as a guide, to respect the actual needs of the communities for the purpose, to maximize the value of public interest as objectives for the three basic principles; to optimize the role and functions of the governments in the urban communities'public goods supply, to strengthen the social organization self-governing, to establish interactive mechanism for decision-making of public goods supply in urban communities;to clarify the responsibility and sense of cooperation for every supply bodies.
