Michael Hammer and James Champy proposed Business Process Re-engineering (BPR) theory. BPR led to a profound change in business, and has gone through a lot of theoretical research and business practice experience accumulated. BPR has formed a complete theory, system methods and tools.Government departments also face the impact of information technology and the pressure of change. BPR introduced to government departments, can provide a powerful tool for change of government and support the government to increase efficiency and improve public services. Essentially, there are no essential differences between the BPR projects of business or government departments. BPR theory has a wide range of adaptability. If we consider the characteristics of government departments, it will be better. The Government required the guide of GPR theory.E-governance has a wide application in government departments. E-Government and GPR contact with each other closely, so we should use systems analysis method to solve GPR with E-government environment. So I focused on e-government environment GPR, and put forward the concept of E-GPR. And it can encourage government departments to use e-government perspective to support the implementation of GPR.In this paper, the author researches the BPR theory, especially researches the application of the theory. I introduced the background, content, methods, implementation methods and tools of BPR theory. Secondly, the author researches the meaning, characteristics, implementation of GPR theory. The third, because of the close relationship between e-government and GPR, we need use the system point of view to study GPR with the e-government environment. Authors put forward the concept of E-GPR, Electronic-Government Process Reengineering. Finally, based on the E-GPR knowledge and practice experience's summary, it draws related conclusion and proposes questions for further study.
