A Research On The Guarantee Of Migrant Worker's Rights And Interests Under The Sight Of County And Township Governments

Contemporary Chinese migrant worker is a large-scale vulnerable group of the society, the protective situation of their rights and interests has become an important academic research. Heze region is a large population area,where local governments early carried out the policies of labor services export in Shandong Province. In this paper , that the area to has been chosen as a case to be researched , it is both representative and significant universally.Most of the researchers in different disciplines focus on subjects, from their theoretical perspectives, whose studies are from different angles and are multi-level. The results of these studies not only have strong theoretical value , while some of their analytical ideas also have certain guiding function for solving migrant worker' s practical problems. However , on the whole , the existing studies still have a number of shortcomings. Previous studies primarily were focused on the analysis for migrant worker' s living conditions from a macro perspective, and explored migrant worker' s guarantee of their rights and interests from developing public policies of the central government. This research is one of one-sidedness.In this paper , the research is based on surveys and interviews in the local community. The problems of the guarantee of migrant worker' s rights and interests are analyzed and summarized. From the perspective of county and township governments , rational studies are carried out in accordance with the output and input of migrant worker at two levels. This article considers that most of problems with reference to the guarantee of migrant worker's rights and interests should be solved by the export of labor services, in the other words , many problems are solved in their source, early intervention, sooner, we should strengthen migrant worker's rights in the source, and to manage connection with the input. At the same time , those migrant workers who remain in their counties and townships should be within the field of vision and included in the study groups , given sufficient attention. Therefore , it will become one target to realize in this article from the perspective of county and township governments to explore the guarantee of migrant worker's rights and interests , also the innovation in this article.This article includes fives sections. The first part will account for the background and significance of subjects , recall and analysis existing research results, define the meanings of related concepts, and several theoretical approaches that were used in the course of study will be introduced simply in this paper. The second part will mainly focus on the guarantee of migrant worker' s rights and interests in Heze area. The third section mainly analysis the reasons for the guarantee of migrant worker' s problems during the rights and interests. The fourth section will explore the way for solving the problems during the guarantee of migrant worker' s rights and interests from the county and township governments' perspective. The last part is the conclusion, through the analysis of the preceding sections, the article believes that the guarantee of migrant worker's rights and interests not only related with their own interests of hundreds of millions of migrant workers , but will have a profound impact for the process of Chinese social industrialization and urbanization. At the same time,it will promot the process of urbanization of county and township areas of their own positively.In research methods , the paper has a combination of Political Science , Administration and Sociology.
