The issues of migrant workers get a matter of great concern. Ourparty and state stage a series of policies to strengthen the protection of migrant ruralworkers’ rights and interests, and optimize the employment environment, equally treatmigrant workers, reasonably guide contradiction, perfect management system,provide good services. Under the direction the local government has carried out allkinds of special work to solve various outstanding issues without delay.Therefore, it is an important task to be solved that how to protect and safeguardmigrant rural workers’ legitimate rights and interests in the city is. Today the basicrights and the employment environment of migrant workers have been improved to acertain extent under the government’s efforts. But overall the related problems aboutmigrant workers’ rights and interests still exist many difficulties. To analyze thereason, the essential reason lies in the lack of attention from government for theguarantee of migrant rural workers’ rights, no enough funds and the lack of somegovernance responsibilities protection the rights of migrant rural workers, so theirrights and interests have been harmed.In the paper, taking the perspective of government responsibility as thebreakthrough point, based on the status of the lack of migrant rural workers’ rightsand interests, the writer analyzes the reason that migrant rural workers’ rights andinterests can’t get effective protection, elaborates the theoretical basis of migrantrural workers’ rights and interests protected by government, analyzes the systemdefect in the protection of migrant rural workers’ rights and interests and thedeviation of government management. The writer put forward that the governmentshould change management thoughts and reforms the system. So these measures willimprove the status of the lack in protecting migrant rural workers’ rights and interests.The value of this paper is to explore these measures that the government effectivelyprotects migrant rural workers’ rights and interests by improving the system,especially the household registration system, and the transition of government’s ownmanagement philosophy.
