In recent years, public crisis broke out constantly in the worldwide, public crisis management body diversified. In the traditional public crisis management, the government bears the primary responsibility, but in the complex and diverse modern society, the ability of governments to deal with public crisis is limited. They need the help of social forces to manage public crisis together. Now, non-profit organizations have become the main force to handle public crisis with its unique advantages, but due to external environment and internal factors of non-profit organizations, there are still many problems existed in the public crisis management. It is important to resolve these issues that can make non-profit organizations participate more effectively in the public crisis management.This paper gives the basic concepts of non-profit organizations, public crisis, public crisis management, and points out the theoretical basis for non-profit organizations to join in the public crisis management. From the perspective of government and nonprofit organizations, it is necessary and feasible for non-profit organizations to participate in the public crisis management. At present, China non-profit organizations in the public crisis management have a lot of problems, such as the problems of legal status, credibility and external communication. Then from both self and external environment, this paper analyses the cause of these problems, at the same time, learning experience from United States, Japan, Australia, which participate in public crisis management. This paper lists some suggestions to handle the non-profit organizations participating in public crisis management from the aspects of the government, non-profit organizations and their mutual relations. That is, the change of governments'concept; the support of policies; the improvement of non-profit organization's own capabilities; the cooperation of government and non-profit organizations. At last, it takes Anhui Provincial Charity as a specific example. It puts forward some reference suggestions for the non-profit organizations participating in public crisis management from the fundamental research and the practice.
