The Relation Between Ruling By Law And Ruling By Virtue Under The Construction Of Harmonious Society

Ruling the country both by law and virtue is the scientific conclusion put forward by the Communist Party of China (CPC) on the basis of summarizing all experience of running a country at all times and in all lands deeply. It is the application and development of strategic thought that the Party stresses both eventualities which should be firm.Harmonious society is an important strategic action of our party to fulfill scientific approach of development and build a well-off society in an all-round way. In order to make our country long-term stable and nation rejuvenate, our party takes this as an ultimate major total to realize these targets. So it must have important theoretical and practical significance to interpret the relation between ruling by law and ruling by virtue.The paper has sorted out and studied the strategy of ruling by law and virtue in an overall and systematic way by the method of combination of logic and history, integration of exegetical studies of ancient texts and elucidation, and study by comparison.This paper mainly discusses the phylogeny of the policy of ruling the country by law and virtue; and this thesis discuss the correctness, essentiality, and necessary of the policy of governing the country by law and virtue according as several aspects, including theory, history and praxis etc. This thesis put emphasis upon discussing the primary approaches how to use the policy of ruling the country by law and virtue in the background of the construction of harmonious society.This paper clarifies some ambiguous cognition concerning adhering to combining ruling the country by the law and by ethics in theories, and synthesizes the correct cognition about combining the general plans of ruling "by the law" and "by virtue".
