As an effective management method, performance evaluation attracts more and more attentions of supervisors. Without an effective framework of talent construction performance, the management process of the talent construction of army has not formed a close cycle. Under this condition, it is very hard for related departments to master the project status to make effective management, which affects the strategic achievement of the military talent construction.Aiming at the characteristic of the military talent construction, this paper studies and put forward a performance evaluation framework of the talent construction in infantry divisions/brigades based on the actuality of the development of military talent in infantry brigades and the related research works from home and abroad. Then, this paper analyses talent construction of one brigade by using performance evaluation system to make demonstration research.The main works of this paper can be concluded as follows:1. Several key factors are confirmed which affect the development of talent construction in infantry brigades based on analyzing the characteristic of construction of military talent in order to offer theory elements for designing evaluation model.2. A "triune" theory model and talent construction mathematical model are put forward by analyzing the relationship between talent construction evaluation in infantry brigades and several partners, including talent construction makers on macro-administrative level, talent construction service embracer on mid-administrative level and talents on micro-administrative level.3. Aiming at the characteristic of talent construction in infantry divisions/brigades, this paper considers talent construction evaluation is the standard to weigh talent and the aim of talent construction, and points out that enhancing the satisfaction of talent construction is the key factor to develop talent construction evaluation in infantry brigades in order to carry out the reasonable scheme of talent.4. Based on performance evaluation model, this paper designs a target evaluation system which suitable to the infantry divisions/brigades, and relevant research questionnaire, then confirms the importance of target through gathering information of the swatch, lodges the canonical steps of performance evaluation at last.5. By using performance evaluation system to make demonstration research of one brigade, the subject of consideration improving indicator system and according to the specific situation to raise the improvement opinions and measures.
