Talent is the primary resource for economic and social development.As a powerful tool for attracting talent,the number of talent policies introduced has continued to rise in recent years.By evaluating talent policies,not only can we understand ourselves,but also examine differences,promote policy updates and improvements,and enhance the scientific nature of policy texts.This is beneficial for accelerating the construction of a high-quality and comprehensive talent team,which has important practical significance for sub provincial cities.This article takes 420 talent policies of 15 sub provincial cities from 2015 to2022 as the research object.Firstly,the external attribute dimension analyzes and summarizes the talent policies of sub provincial cities from four aspects: the year and quantity of publications,applicable objects,types of literature,and policy functions.Secondly,using content analysis and policy text measurement methods,combined with comparative advantage theory and policy tool theory,based on the high-frequency word analysis results of policy texts,quantitative indicators were selected to construct an evaluation system for talent policies in sub provincial cities,which includes 10 primary variables and 61 secondary variables.The talent policies of each city were analyzed as a whole,and the PMC index score of talent policies in sub provincial cities was calculated,The results indicate that one city’s talent policy has reached an excellent level,nine cities have a good talent policy rating,five cities have an average talent policy rating,and none have a negative policy rating.Seven cities have a lower than average PMC index score for talent policy,while eight cities have a higher than average score.The PMC surface analysis results show an inverse relationship between the average concavity and convexity and the PMC index score of talent policies.The internal structure of talent policies in sub provincial cities is generally reasonable and requires more balanced development.Through the analysis of scores of various dimensions of talent policy,it is found that the contents of entrepreneurship and innovation,talent management and talent evaluation in the policy text need to be further supplemented.On this basis,problems are raised from three aspects: policy system construction,uneven policy efforts,and backward talent concept.At the level of optimizing the structure,three measures are proposed to coordinate the number of policy languages,expand the coverage of talent types,and enrich talent policy scenarios,In terms of text scientific planning,specific measures are proposed to improve the quality of policy texts by scoring from different evaluation dimensions and balancing the use of policy tools.In terms of conceptual transformation,starting from the talent policies of sub provincial cities with different ratings,optimization suggestions such as valuing the practicality of talents,establishing a sense of misplaced competition,and correctly understanding the functions of talent policies are proposed.
