The Study On The Leadership Effectiveness Of Local Government

A capable and effective government is the indispensible condition of economic and social advancement. It is also the leading force of local economic and social development, which needs a high effective administrative system. It needs a composition of force from three aspects to build a high effective administrative system. Firstly, it needs a good institutional environment. Secondly, it needs the ability of improving the leadership effectiveness. Thirdly, it needs a sound operational mechanism for local governments. As a developing country that is under a transformation period, there are many problems in building the leadership effectiveness of local government. So, studies on government functions transformation and the improving of the leadership effectiveness of local government so as to build a government behavior model which adapts to the present economic and political system.This thesis analyzed the factors which affect the leadership effectiveness of local government on the level of the leadership effectiveness theory. And it also proposed related measures to push the building of the effective local government. There are four parts in this thesis. The first part elaborated the leadership effectiveness theory. The second part analyzed the current situation and affected factors of the leadership effectiveness of local government in China. The third part analyzed the reform movement and the enlightenment of western government effectiveness. The fourth part proposed some basic measures to improve the leadership effectiveness of local government in China.
