Popularizing-Law Education And Maintenance Of Lawful Rights And Interests Of The Migrant Workers In Rural Areas

More than 20 years, popularizing-law education accompanied by the development of legal system in our country has made outstanding achievements: Not only does it effectively promote democracy and the legal system, the implementation of the strategy of exercising the rule of law, but also make a positive contribution for social reform, development, stability and the socialist modernization. At the Fifth Plenary Session of the Party's Sixteenth Central Committee, our party put forward the historic task, "the building of a new socialist countryside". Peasants have played a great role in the building of a new socialist countryside, and some of them as the elite in rural areas who work in urban are an important force in the building of a new socialist countryside. However, due to the bias of the system and idea, especially now this structure of strong capitals and weak labors, the migrant workers in rural areas usually become the sacrifice when the employers earn profits , their various lawful rights and interests often are infringed. In this regard, theorists have started study about maintenance of lawful rights and interests of the migrant workers in rural areas from all angles. However, suggestions made by many objective aspects, the subjective cause of the difficulties which the migrant workers in rural areas protect their rights is neglected. In fact, if the migrant workers in rural areas want to enjoy their right, they must depend on its own strength ultimately. All this depends on migrant workers all the rights of the awakening of consciousness. So this article proposes from a new perspective to strengthen the rights awareness and legal level of the migrant workers by popularizing-law education to protect their lawful rights and interests.In this regard, this article will be divided into three parts to be explored. Part one: Popularizing-law education plays a very important role in the maintenance of lawful rights and interests of the migrant workers in rural areas. This part makes up the theoretical and logical starting point of the thesis. First the concepts of the migrant workers in rural areas and the lawful rights and interests of the migrant workers in rural areas are defined, then by analyzing the loss of political rights of migrant workers, there is no guarantee of labor rights, personal rights have been violated and the possible serious consequences for society, pointing out the urgency of preserving the lawful rights and interests of the migrant workers, and on the basis of further education is an effective way to preserve the lawful rights and interests of migrant workers: 1 .Help to strengthen the political participation sense of migrant workers; 2.Help to cultivate consciousness of contract of migrant workers; 3.Help to establish equal sense of the migrant workers.Part two: The present situation in popularizing-law education of the migrant workers in rural areas. This part foreshadows the following part. It begins by reviewing the history of popularizing-law education, and then summarizes the achievements: 1.Great importance was attached to popularizing-law education of the migrant workers in rural areas; 2.Infrastructure for popularizing-law education of the migrant workers in rural areas has made achievements; 3.The migrant workers' sense of law has enhanced gradually. At the same time, this part pointed out problems that existed in popularizing-law education in the past: 1.Not enough emphasis on popularizing-law education; 2.The insecurity of popularizing-law education; 3. There is a lack of pertinence and validity in the content of popularizing-law education; 4. Popularizing-law education take on a single shape. Finally, through the investigation and study, I summed up the difficulties of popularizing-law education of the migrant workers in rural areas: 1.It is difficult to arrange time for popularizing-law education; 2.educational level of migrant workers in rural areas is not very high; 3.Traditional ideas discourage the migrant workers in rural areas from enhancing their sense of law.Part Three: We should strengthen education on popularizing-law education of the migrant workers in rural areas to safeguard the lawful rights and interests of the migrant workers in rural areas. This part represents the purpose of the study and brings about several original ideas and proposals. Firstly, the focus of popularizing-law education of the migrant workers in rural areas is: 1.We should establish rights consciousness of the migrant workers in rural areas; 2.We should cultivate the consciousness of entering into a suit for the migrant workers' own interests; 3.We should strengthen migrant workers' consciousness of preservation of evidence. Secondly, popularizing-law education should focus on people: l.We should strengthen legislation to protect the rights of the migrant workers in rural areas; 2.We should improve the content of popularizing-law education to stay closer to fact of the migrant workers in rural areas; 3.We should build up the ranks of popularizing-law education. Thirdly, we should find more appropriate forms of popularizing-law education of the migrant workers in rural areas: 1 .Popularizing-law education should have flexibility to broaden its channels; 2.Popularizing-law education should have diversity; 3.Popularizing-law education should have pertinence; 4.Popularizing-law education should be systematic and we must focus on institutional reform.
