With the rapid development of China's industralization and urbanization, there are a large number of job opportunities in urban areas. At the same time, as the rapid development of agriculture, it frees a large number of rural labors, so the rural population begins to move to the urban. A great quantity of the migrant workers are found in every field, they plays a more and more irreplaceable role in promoting the industrialization development and the urbanization construction of the country. However, the migrant workers have been wandering in the edge of the city long time. They not only have the poor work conditions, but also often defaults salary by the employing unit, so their various rights and interests often could not be guaranteed. When the rights and interests of the migrant workers are violated, the individual rights are very weak because of the trivial rights protection program, heavy economic pressure and their own limited knowledge. They either give up rights, or take some extreme way for threating the employing units. If this phenomenon was not improved, it will seriously affect the country's urbanization process and it certainly will also affect China's future economic development, political stability and social progress.In 1999 the university in China started the enrollment expansion, and then it launched the logistics socialization reform in colleges and universities. A series of reform measures effectively solved the bottleneck restriction problem from the university development; meantime, it accelerated the development of the real estate, property management, commercial retail and catering services, and created a lot of job opportunities. A large number of migrant workers poured into the college dining, maintenance, reception, environmental sanitation services, so they become the indispensable important component in the university development.Aiming at the migrant workers in colleges and universities, in this paper it is believed that the lawful rights and interests of the wide migrant workers can be maintained by the help of the trade union organizations. Firstly, the history about population floating in developed and developing countries are analyzed to gain its experiences and lessons during the population floating time in this paper, with an analysis on domestic college and university trade union organizations successfully attracting the migrant workers. And then the features and functions of the college and university trade union organizations are represented and its advantages are conclude in detail , such as the provision of safeguarding rights platform, the sound organizational structures, and its perfect law system. Finally, according to the current situation in a college in Sichuan province and awareness on the migrant workers entering in the trade union organizations, the questionnaires are designed. Based on the data analysis and the bilateral two-dimension weighted principle, the theory of more-center management theory and the theory of new public service, the paper proposed that some effective measures and countermeasures should be put forward by college and university trade union organizations to maintain the peasant-workers'interests, such as improving the reactive legal systems, perfecting the cost management according to the enlarging propagation to construct the entering platforms and strengthening the training migrant workers skills in order to cultivate the migrant workers'self-quality, as well as strengthening the organization construction to improve trade unions ability to safeguard rights and interests of staff members.
