It lies in not only the improvement of the environment of urban of the rule of law, but also the improvement of the rural atmosphere to build a country under the rule of law. In order to promote the rule of law of villages, our government has enacted a large number of laws, which having improved the rural environment of the rule of law in China, however, which haven't still solved the problem of rural society. At the present period of social transformation, due to the historical factors, the urban-rural dual structure will be lasting for a long time and more complicated. It is necessary to promote the process of the rule of law of villages. We should exploite all useful resources in the society and use our special orders and rules actively . We must construct the rule of law of the villiage from actual conditions. it is an effective decision that using the rural rules in reason. The rule of law society is an combination of nation laws and civil law, which does not mean that national laws is the first choice to solve the civil disputes. More importantly, the laws can penetrate into the life of people and become the universal rules solving the disputes. Law ties up with the order and rules, which has a positive significance to establish the national laws in the rural society. As we are interested in how the villagers abide by the rules, we decide to visit Wendeng Village.From the point of view of anthropology and sociology of law, this article describes and analyzes the history of Wendeng Village development, and specially discusses how the Wendeng Village habit become a village order and rules at each stage. First of all, this article expounds the basic theory of rural rules and analyzes the value of their existence. After that, this article describes the important role of country rules in building a social country under the rule of law.The introduction simply summaries the social and academic background of this article. The first part analyzes the influence of military discipline to the rural development duirng the period of the form of wendengying village in order to emphasize the specific value and function of the rules governing.The second part describes the situation of the development of Wendengying' order in the unrest and explores the influence of the administration rights to self-sufficient livelihood of villagers.The third part expounds the situation of the succession of Wendengying village's order and the interaction of national laws and rural rules after the founding of our nation, especially, after the social reform in 1980s. The fourth part analyses the revelation of the existence of rural order and rules for the development of rule of law in China. Through the analysis of the rural status of the rule of law and the reasons of existence of rural order and rules, this article reveals that we should pay more attention to the role of rural order and rules in the construction of rule of law.At the basis of the above survey, we analyzes the rural order and rules in China. We made a conclusion that its existence is an integrated result of the social, economic and political role. We analyzes the problems having occurred in the process of the construction of the rule of law in present rural areas. Although the construction of the rule of law in rural areas has made some achievements, because of deficiencies in the law itself, in the villagers themselves, and in the legal advocacy, the rule of law will still have a long way. We analyzes the integration of order and rules and the construction of the rule of law in rural areas. We expect that our government can be aware of the importance of rural order and rules to the existence and development of a village, and pay more attention. The government effects and adjusts the pace of the construction of the rule of law in rural areas in many aspects of our life, such as economy, politics and ideology. The autonomy of villagers must be in accordance with the content of national laws if it wants to develop. And the national laws also must be in accordance with the actual situation if it wants to be accepted by villagers. This is the only way to make it harmonious co-existence to the national law and the autonomy of villagers. It need use law to resolve conflicts, protect the order, and maintain social stability to build a harmonious society and construct a modernization of the rule of law in rural areas.
