| 2020 is the key year to build a well-off society in an all-round way,so it is the most important to do a good job in the people’s livelihood in rural areas.In the process of policy socialization,there are complex contradictions between farmers,the state and society,especially,in the interest-oriented economic society,which affects the rural order.The rules of policies and favor and face are transferred in the interaction of villagers in the implementation of The Minimum-Living Security Policy.How to achieved a balance between the regulations policies and favor and face constant by villagers and rural order is the problem of this paper.Taking s village of Y County in the Three Gorges Reservoir Area as an example,this paper describes the current situation of favor law rules and rural order in the process of the implementation of The Minimum-Living Security Policy in this area,and presents the mutual embedding of favor law rules and rural order for the interaction of policy resources and people.The paper analyzes the present situation and the existing problems in the mutual embedding relationship,putting forward some suggestions on the construction of mutual embedding relationship in the end.The implementation of The Minimum-Living Security Policy in the village,the rules include the regulation of policies and rules of favor between human relationships,while the interpersonal order,governance order and cultural order have changed.The forms of mutual embedding of the favor law rules and rural order are that they are legal without respect,illlegal with respect,illegal without respect,and legal with respect,which influence each other.The mutual embedding process is the interactive process between people in the implementation of The Minimum-Living Security Policy.At the beginning of the implementation of the policy,limited resources and villagers’ difficulties,quota allocation,etc.,how villagers strive for resources,how resource allocators allocate resources,this period is a dynamic process of mutual embedding of information law rules and rural order.In the process of the implementation of The Minimum-Living Security Policy,the logic between the favor law rules and the rural society including the following points:the support and recognition of national policies,the strategic adjustment between interest subjects,and the action strategy of the village committee’s independent space;the shortcomings of the relationship mainly include the dilemma of atomization and collective action,governance involution,and resource allocator The main reasons include: the prevalence of individualism,the weakening of governance ability and resources,and the variation of rural society’s view of human face;the construction of the relationship between the two is mainly from several aspects: the establishment of villagers’ rule consciousness,the reconstruction of rural community,and the correction of power rent-seeking behavior.So as to achieve a balance between the rules of situation and law and rural order,and promote the harmonious development of rural order. |
