Research On The Construction Of Rule Of Law In Rural Areas Of Shache County In Xinjiang

China is an large agricultural country.The problem of "agriculture, rural areas and farmers" has long been the focus of the Party and government. With the deepening of social reform, the existing agricultural laws obviously lag, not adapting to the current reform, and the complicated situation of "three agriculture" problem highlights, with all kinds of crimes increasing year by year, which seriously affect the nation’s overall stability and development. It’s not enough to solve this problem just dependent on government policy support,adjustment or the constraints of traditional rites.We shallt resort to the state law’s force to solve it,so to provide institutional support and fundamental protection for the early new countryside building system. Xinjiang locates in the hinterland of the Eurasian,and is an important hub of the Eurasian Channel, as well as strategically important for China’s opening and expanding to the outside world. Realizing the long-term and stable development of Xinjiang is critical for the success of the reform of our motherland and the great revival of our whole Chinese nation. Xinjiang region, however, because of its special geographical features, history and culture, customs, religious beliefs, ethnic composition and economic development level and other aspects of factors, takes shapes of the coexistence of muti-culture and multi-ethnic groups, regions,together with the larger farming regions and bigger rural population proportion, which all make it harder to Xinjiang rural legal construction.In this literature, we closely focused on the current rule of managing Xinjiang by the law,read amounts of realete journals,papers,books and government work reports, and then put forward workable suggestions aimed at enhancing the level of legal construction in rural areas of Xinjiang Shache County,through questionnaires and other means,by analysing the existing problems,the objective and subjective factors,which aimed to provide reference for maintaining the social long-term stability. The main results of this study include:1. We analysed the different kinds of perspectives of experts and scholars at home and abroad journals, documents and monographs on the rule of law in rural areas. Through extensive readinga of large numbers of journals, monographs and literature research, we summed up the practical experience and theoretical foundation whic can be reffered to.2. We carded the main law problems in rural areas of Xinjiang Shache County and their causes. Combining with my own experience of participating in the activity of "Interview with the people, benefit people’s livelihood, the people gather",which means living in the villages for a whole year, we designed the questionnaires with efforts, and analysed the results of the questionnaires.So the results systemically analyzed the basic situation of rural development and the law rules existing in Xinjiang Shache County outstanding problems, attempting to explore the deep-seated cause of the problems.3. We put forward suggestions to explore the construction of law rules in rural Xinjiang Shache County,which consist of different recommendations for government agencies, judicial practice, the farmers themselves, and religious extremist forces inside and outside,aiming to provide scientific basis and references for the government to formulate laws and policies on long-term social stability.
