Analysys And Research About The Social Supporting System Against Domestic Violence

The violence against women occurred within family, exists in various of races, nations, districts and groups of people, differs in degrees. Because of its universality of existence and the seriousness of injury, it has become a social problem from a private one, and has attracted a lot of attention from international society.Especially within the recent decades, some countries are carrying on discussion, trying to find the way to resolve this problem. Int'l Organizations, regional cooperation organizations and some countries promulgated some treaties, regulations, laws and provisions, countries such as United States, Canada, Australia and New Zealand, have already set up their social supporting system against domestic violence, effectively prevented and stopped the occurrence of domestic violence.In accordance with the investigation of our city, domestic violence is also existing in various of groups differing in degrees.Domestic violence affects the harmony and stability of family, violates the persional rights and also influences the healthy growing up of children.It has become one of the factors affecting the social stability, and has been going on the wrong way for establishing a harmonious society which was put forward by our Party.In recent years, our country has made a lot of efforts for anti-domestic-violence. The legal system is being improved, the strength of law enforcement and judicial protection is being reinforced, the social supporting network is getting more and more.But, due to the influence of the remaining feudal thought, and the unequal economic position, the imperfectness of the laws and regulations, the influence of the harmful factors of the society,omestic violence is still a problem urgently to be solved. Pay attention to domestic violence, especially those against females, is the need of protecting human rights and safeguarding the rights and interests of women, and the need of establishing the harmonious society,and the need of up-lifting the level of civilization of the society, and the need of performing the promise to the international society. Therefore, considering the reality, it is very needful and valuable to find and study a localized way to which fitting the conditions of our country.The government of Qingdao city has carried out some progressive exploring on anti-domestic-violence and setting up social supporting system,taken some concrete means, and got some sound effects. But, accompanying with the deepening of the cognition and the work,it was found that the establishment of this system has a lot of aspects being worth of improving and exploring, that the socialsupporting system concerning the anti-domestic-violence has quite a few absences. By analyzing some concrete means from foreign nations, I found some good ways of doing this which is worth of using as references in this article. Considering the conditions of our country, in my opinion, in order to establish a complete and effective anti-domestic-violence system, there should be five aspects of works needed to do: firstly, to set up a idea of human rights, and let it be the ideology support; secondly, to reinforce the legislation, to setup a legislative supporting frame by promulgating more operative and more detailed regulations; thirdly, to reinforce the law-enforcement, to set up a more powerful and well-strengthened judicial supporting system; fourthly, to improve the social help function, to setup a function-complete and people-oriented anti-domestic-violence social help system; fifthly, to reinforce the supporting from public opinions, up-lifting the self-support confidence and ability of women. The achievement of these goals including more improved legislation, better being conscious by the public, more powerful law-enforcement,better social help, will progressively promote the work on preventing domestic violence cases, stabilizing the society, and pushing the people to live more harmoniously.
