Terrorism in Southeast Asia is the result of many factors: Unbalanced economic development is the root causes of terrorism; Religious extremism and National separatism in Southeast Asia are the ideal causes of terrorism; Long-term colonization in the region is the historical causes of terrorism; The United States counter-terrorism strategy and other terrorist organizations' interference like "Al Qaeda" are the external factors of terrorism. These factors interact to make the terrorism in Southeast Asian become increasingly rampant. Terrorists take a series of activities, give the local population enormous casualties and property losses, the ASEAN's international status is impact. Therefore the fight against terrorism has become an urgent task of the ASEAN countries. ASEAN in the fight against terrorism has taken on a cooperative attitude.Neoliberal Institutionalism think, mutual interdependence between countries make country's cooperation to become possible, such cooperation promote interdependence among countries. ASEAN counter-terrorism cooperation is also followed this model. ASEAN take promoting international cooperation and maintaining regional stability as the goal. After years the ASEAN countries in economy, trade, security and other fields has been deeply dependence, which makes cooperation between countries possible. The threat of terrorism made ASEAN cooperation. It should be noted that ASEAN's cooperation against terrorism is not a easy duplicate, but rather formed a lot of effective regimes, which is discussed in the thesis of "the institutionalization of the construction".
