| Corruptions is harmful to human civilization, it's the tumor of political organization and impedes the development of politics. Corruptions can cause the loss of confidence in political system, disagreement of power and disorder in society, even the collapse of social system. Corruptions have become the priority problem of most country, anti-corruption has attracted wide attention.As the socialist market economy development, corruptions have come into our way. Chairman Hu has emphasized the importance of anti-corruption. Only by anti-corruption can we achieve the purpose of social development, meet the requirement of people, sever the whole society, and the rule of law in society.ICAC (Independent Commission Against Corruption) is the most famous anti-corruption agency in the world. Its experience is important to the other agencies. Hong Kong is the most similar region to mainland, Its experience can help us a lot. This paper aims to analyze the system of ICAC, and provide advices to our anti-corruption agency. There are five parts in this paper.First part is the introduction of ICAC. The explanation of its duty, introduce the system and its independency.Second part is the cause of ICAC. This part analyze the formation process of ICAC by introduce the history of HK corruptions.Third part is the analysis of ICAC system. This part introduce and analyze the rules and the there main departments of ICAC.Forth part is the supervision against ICAC. There are several departments inspect the activities of ICAC.Fifth part is the comparison of ICAC and the anti-corruption agency of mainland. This part provide advices to anti-corruption.
