In recent years, China’s efforts to deal with corrupt officials continue to increase, butthe number of corrupt officials, did not reduce, To some extent, affected the credibility ofthe government departments, most scholars believe that the system should be designed toprevent corruption, but lacking of research of how to design. Hong Kong’s successfulexperience of40years of anti-corruption illustrates the importance of preventingcorruption to cure corruption.And40years of experience in the prevention of corruptioncan provide a good reference in our country to improve corruption prevention mechanisms.The author believes that the mainland should learn Hong Kong to use the system means ofinstitutional prevention and prevention education, and use of multiple checks andbalances mechanism to prevent corruption in their own anti-corruption agency.In institutional prevention, the author has investigated the sources of law ofinstitutional prevention, body, and anti-corruption measures, by comparing the currentsituation of the continent,the author considers that having the higher rank of legalprotection is the primary preventive factors, with professionals to ensure importantfoundation preservative effect, with strong anti-corrosion measures are important toachieve corrosion protection goals.On preventive education, the author has investigated the legal sources of preventiveEducation, participant and functions,and believes that mainland institutions should learnthe ICAC’s education roles as follows: tell public that anti-corruption agency can betrusted; educate the public understanding the legal conceptions of corruption; mobilizethe community to cooperate with anti-corruption agencies to report corruption; increasethe mental cost of corruption.In the mechanisms of preventing corruptions in the ICAC, the author visited thelegal restrictions on ICAC and checks and balances mechanism that other oraganizationsto ICAC. The author believes that mainland anti-corruption agencies should establishappropriate mechanisms for to prevent their abuse of power and corruption, self-clean andhonest are the important premise that play a role in institutional prevention andpreventive education.Finally, the author examines the effectiveness of the ICAC corruption prevention,and believes that the key of that ICAC can achieve great effect are as follows: havingmechanisms that guarantee the independence; having a group of professionals in the prevention of corruption works and adequate financial security; with a mature single bodyprevent corrosion mechanisms, with all the powers of checks and balances. The authoralso examines the shortcomings and deficiencies of preventing corrosion mechanisms,and some can be changed on the mechanisms, such as strengthening of intensity ofmonitoring the ICAC’s system, and some shortcomings cannot change in a short time,such as a system for the private sector to corrosion mechanisms because of preservation ofthe Hongkong’s freedom economy. Effect or, less worth mentioning, as long as to learnthe successful experience and avoid the shortcomings, that are good medicines that canimprove the effectiveness of preventing corruption in mainland.
