It difficult to get targeted conclusion, can not help the implementation of improvement measures.The effective and mature drill activities can help test plans, exercise teams, running-in mechanism and education to people, etc. All in all, standardized, scientilic and practical emergency exercise evaluation method can ensure the implementation of emergency exercise value.Paper is a major emergency drills as the research object, combined with the research on various kinds of emergency exercise evaluation methods both at home and abroad, introducing the idea of management by objectives, using key performance indicators (KPI), eventually establish a major emergency drills organization and major emergency exercise evaluation index system. Through the above process, all kinds of drilling personnel index svstem is as follows:program planners have two first-level indicators,11 secondarv indicator; coordinator has two first-level indicators,11 second-level indicators; controllers have two first-level indicators,11 secondary indicator; guarantors have two level of index, 12 secondary indicators; advocate has three first-level indicators,18 second index; evaluators have three level index, index of 19 secondary indicato; other participating staff has three first-level indicators,16 secondary indicators.Paper puts X province blackouts happened as drill background, and uses the fuzzy comprehensive evaluation method for evaluating all kinds of drilling personnel, and based on the evaluation results of all kinds of exercise personnel, implements the whole drill effect evaluation. In addition, the purpose of the paper is not only put forward a new method of major emergency exercise evaluation, it is important to verify the actual utility of this method. As a result, paper use assessment scoring method, to evaluate the same drill activities, finally got the result of the new method with slightly different. By studying the differences of the above two methods for evaluating conclusion, in-depth analysis of the new method relative to the advantage of traditional assessment scoring method, proved the applicability of the new method and potential replication.
