Research On The Publication Of Government Information In Emergency

In recent years,with the highly development of socialist market economy and the deppening of reform and opening-up ,the social problems and contradictions of our country is becoming increasingly prominent.Various natural disasters and emergencies freqently happened,which test the administrative capability of our government and indicates that we are into a period of risk.The practises and experiences of dealing with emergencies proved that publicate the information in time and accurately is the key of resolving emergencies, and it is nessesary to guarantee the citizens'right to know and keep the society harmonious and stable. Comparing with conventional cases,it is more urgent and realistic to do a research on the publication of government information in emergencies.Therefore, none of the governments could dispose the crisis by itself due to the complexity and specificity of moderate emergencies. As a main owner of information in modern times, our government should abandon the opinion that they are almighty and elites. The government should strengthen the opinions of crisis management and communication, and publicate the information initiativly and accurately in time, then the citizens will participate in it enthusiastically.The object of this research is the government information of publication in emergency, mainly relied on the theories of laws, public management and public relations. In order to emphasise the worthy of information publication in emergency, this research is to be directed by quoating some positive and negative examples in recent years, such as SARS, SanLu milk powder incident and Wen'chuan earthquake. This thesis try to start with the concept and theory of emergency,government information publication and management, expatiate the reasons, channels and meannings of government information publication, analyzing the problems it may have and finally try to advanced some innovative measures and suggestions.
