Research On The Publication Of Government Information And Handling Strategy In Emergency

In recent years, a variety of natural disasters and social emergencies occurred frequently, the government’s ability to govern is facing unprecedented challenges. How to effectively prevent and reduce the losses caused by emergencies is a major problem for our government. The countries all over the world in emergency practice and experience shows that, the government early warning and public information in a timely and comprehensive manner can not only prevent and reduce the occurrence of the emergencies, but also it can effectively improve the administrative efficiency to deal with the emergency, then quickly resolve the emergency. After years of exploration and discussion, now our government had made some progress in the information disclosure work of emergency, Many laws and regulations of information disclosure were made, Early warning information release system in emergency was established, and Information public accountability system in emergency was also gradually moved forward. But from the point of the processing condition of practice, we can obviously feel what the government has done is not enough in dealing with the emergency information disclosure, and there are a lot of problems and insufficiency need to be constantly improved and perfected.This paper is divided into six parts. The first part is the foreword, it briefly introduces the research background, the research significance, and the comprehensive survey of the research at home and abroad. The second part is the theory elaboration, it briefly introduces the related concepts and theoretical basis of the emergency and the government information publicity. The third part is case analysis, based on two cases of SARS and the Wenchuan earthquake analysis concluded that:in the event of emergency government information disclosure is necessary and very important. The fourth part is situation analysis, It makes a summing up of the achievements of government information disclosure in recent years in our country, and also points out the problems and shortcomings which are showed in our open government information work in sudden situation. The fifth part is experience sharing, It shares the advanced experiences and practice in emergency response in some of the western developed countries. The sixth part is coping strategy, According to the shortcomings of current our country and the existing problems, Based on the overseas advanced experience, combined with China’s specific national conditions, we should put forward a coping strategy which is suit for our country.
