The Research Of City Government's Public Service Capacity

For a government, in order to provide high-quality public goods and services to the public, it not only depends on the intrinsic desire, but also depends on whether the government has a corresponding capacity. At present, our country lack of the effective supply of urban services and the structure is imbalanced, the contradictions between supply and demand are obvious. As a center of one state or regional economic and social activities, urban governments'specific accumulation of production factors, mobility ,so the problem of public safety has the obvious character of the outbreak, the chain, and derivatives and cross-cutting. At present, the research of the ability of government services is more from a macro point of views , but it lack of a specific study the analysis and discussion for capacity of government's public service. City government's public services need continue to develop and deepen.This paper referred from the theory results at home and abroad, first of all, I analysised the capacity of public services from the theoretical basis in order to explain the city government's public service capacity, the characteristics of urban public goods and the city government's role. I taking Lanzhou urban public services as an example, and from the general levels, I analysised the current constraint factors on city government's public service capacity. The reasons are the supply mechanism , lacking of financial resources and weakening capacity of community services. Based on those reasons, we can enhance the capacity through the following path: innovating mechanisms through market-oriented, socialize and legal services; adopting the market mechanism and deepen public finance reform , increase public financial input for public services ; by expanding democratic participation of grass-roots communities, we can develop the power of community public services and attract more community service organizations to realize the diversification public services, urban public communities must realize the powers and responsibilities of the main supply services, and standardize procedures for democratic participation to form a legal system .The rule or law must be fixed. We can also nurture the new community carrier of the social management.
