Study On The Public Participation And Countermeasures In The Performance Evaluation Of Chinese Local Government

Public participation in local government performance assessment is in line with the Chinese Communist Party's "determination to develop socialist democratic politics",and fit the trend of development of Public Administration. It has enriched the connotation of the government performance evaluation. Today, China is to promote a people-centered scientific concept of development. If the local governments at all levels want to implement the scientific concept of development, to create high-performance of local government and to achieve people-centered endogenous development, they would have the scientific spirit, rational thought and democratic way to explore the governance model, the orientation of Government's role as well as the relationship between the government and the public, the government and the society. While the people's demands and visions are harsh and critical which shows the public's re-awareness of the fundamental rights. Perhaps the Government and the people are both hoping and trying to find a governance model, through which we can establish a harmonious social relations between the Government and the public, norm and constraint the government to fulfill their duties as well as to help citizens fulfill their obligations effectively and enjoy their rights.In this paper, with the basic knowledge of the management, administrative studies, political science and other disciplines, by using systematic research, case study analysis and other methods, based on the research of other scholars, it carefully analyses and sums up the public participation in the performance evaluation of China's local government, combining with the individual personal experience on this work, it makes a deeply discussions on how to optimize the work of the public participation in the performance evaluation of local government,with a view to make sure the public in our work of local government performance management play an effective role in order to make the best possible contributions to theoretical and practical research . In this paper, it based on Shenyang City in Liaoning Province and other major cities to carry out the objectives of the Government Performance evaluation , and in the analysis of public participation in the status quo through our assessment of government performance .With the use of new public management theory, it analysis the problems and their causes of public participation in government performance evaluation in a new perspective and try to explore public participation in scientific and rational assessment of government performance measures. Meanwhile the construction of systematic and comprehensive model of public participation can make our local government performance assessment activities really be effective, in order to raise public awareness of our government performance and satisfaction, form the government's positive interaction with the public and improve government performance so as to ensure public service objectives.In addition to introduction and the conclusion of this paper, the main body is divided into three parts:Part I: An overview of public participation in local government performance assessment. To study how to improve local government performance evaluation mechanism for public participation, we must begin with a clear assessment of local government performance, the basic concepts of public participation, scientific connotations and theoretical support. This section first illustrates the concepts and theories of public participation in local government performance evaluation and concludes this concept after the government in all aspects of a comprehensive performance evaluation and the concept of public participation. And finally, it analyzes the theoretical basis of public participation in government performance assessment through new public management theory, new public administration theory and participatory democratic theory.Part II: Summary and analysis of China's local government performance evaluation of public participation in the present situation and problems. This section first summarizes the status quo to the current situation of performance evaluation of our public participation in local government activities, pointing out its four main features are the late start, large-scale public participation, the various forms and the difficulty to sustain the evaluation activities. Then it carefully studied the momentum the problems of public participation in government performance evaluation from the lack of energy of public participation, lack of professional knowledge of public assessment, lack of information of public access to government performance, subjective exclusion of public participation in government performance evaluation, the not perfect in terms of public participation in government performance evaluation system.Part III: Improving Local Government Performance evaluation of public participation approach. This section which based on the Summary and analysis on the status que and problems of Local Government Performance evaluation of public participation puts forward a comprehensive response from the three related issues .The first is to give priority to develop education and enhance the capacity of public participation and awareness. In this regard, we proposed that we should deepen the education system, optimize the educational structure, improve the life-long learning system, build a learning society, build the assessment of the training system and improve capacity to participate; the second is to speed up system construction and build institutional protection system. In this regard, we proposed that we should build a system of scientific public participation, the wide information to the public, the evaluation and management of the difference of movement, the display of the evaluation results and other contents. The third is to adhere to the scientific concept of development, widen the ways of the public participation. According to the current situation, it points the four ways of public participation: the survey of the public, the discussion of the internet, taking part in the government meeting and the discussion of the public.
