With the rise of new public management, the reform keys of modern public sectors have already been transferred from the structure decentralization, the streamlining of government organs, and the establishment of single-mission departments to holistic government. This trend is not only obvious in Britain, Australia and New Zealand who are pioneers in this field, but also growing stronger gradually in those who are not. There is no exception to China. The realization of holistic government is super-ministry system government, which not only causes the decrease of the administrative costs of government and increase of administrative efficiency, but also promotes the return of public management and change of service role. There is gap between ideal and reality. Although the value rationality of super-ministry system reform is fine, there are many difficulties and disturbances in realizing this aim in China's background of government system. For example, over-two-thousand-year feudal traditional administrative cultural factors, traditional economic and political system factors, and people's interest factors in reality, among them, interest factors block the reform most. Super-ministry system has been proved to be a practical, explorative and admirable governmental pattern. Therefore, we shouldn't give up before the difficulties, but accept the challenge. I think there must be a beautiful angel waiting for us after overcoming the difficulties.The first part of this thesis demonstrates the meaning of super-ministry system reform: the adjustment of government sector's function and sphere of jurisdiction, reconstruction and combination of sectors with close function and similar business nature in order to have a wider sphere, emphasize the transverse macro-management, avoid and decrease the interference with micro economy. Organization theories and public management theories consist of the basis of the theories of super-ministry system reform; the improvement of government efficiency, the decrease of administrative costs and the change of government function is the realistic basis. Meanwhile, it reviews the five important restructuring of departments since the founding of new China and summarize experiences and draw lessons from it. The second part analyzes deeply the difficulties and causes of reform. The former include interest distribution, displacement of officials, cooperation of mechanism and monitor of power; the latter include the curb of sector interests, the influence of system inertia and the restriction of official standard concept. The third part puts forward the breakthrough and respects of the difficulties: political restriction is the basis, legitimate restriction is guarantee, social restriction is complement and system restriction is root. It puts forward some suggestions on the basis of these four respects. First of all, we should figure out the surface and essence of reform. This reform is not the simple combination of different organs, fundamentally , it is the reconstruction and reconstitution of power, the reasonable division and relative separate of decision-making power, executive power and supervisory power. Secondly, we should control the pace and approaches of reform. As an important reform policy, we should proceed from national conditions and reality, gradually undertake, make experiments at selected points and acquire experience.Thirdly, we should tighten up the legal system, prevent the reversion of reform. Fourthly, we should adjust to the administrative culture and ecology, to eliminate the reform of"cultural lag", which blocks the reform. Cultural lag means that concept cannot effectively follow the process of reform in new period. The primary reason of the failure of previous reforms is that cultural lag haunts. The difficult in changing concept has become the biggest problem. It manifests the obstacles from adjustment of interests and power, from habits and sense of official standard, from anxiety about uncertainty and from dependence, etc. That is to reshape administrative culture on the basis of the values of administration staff.Last but not least, we should improve the supporting measures of reform. Super-ministry system needs fine system context. It may partly solve the problems of shifting responsibility onto others and low efficiency caused by overlapping functions, but cannot solve the basic drawback in administrative system. Therefore, we must match reform with the supporting measures, including authority control mechanism, policy-making verification mechanism, the internal and external monitor mechanism and power relief mechanism.
