The Research On The Reform Of Government Institutions In M City

The reform of government institutions is an important content to improve the modernization of national governance system and governance capability,and mainly provides organizational support and institutional guarantee for the realization of national modernization.The reform of government institutions is one of the core and key points of the 13th National People's Congress in March 2018.This paper uses the methods of literature,interview and field investigation to analyze the status quo and existing problems of M city government institutions.This study suggests that the present M city,there is a change of government function mainly local government reform,government agencies lack the matter later regulation,low administrative efficiency,super shunt,cannot adjust measures to local conditions,set up the government organs and other problems.And the causes of these problems is various,such as the system is not explicit,the power and responsibility is not clear,lack of supervision mechanism,the influence of the traditional bureaucratic thinking and way of working,the direct interests of the staff in local government agencies,the influence of concentration of power,the local examination system and so on.Aiming at these problems,this paper studies and analyzes the reform experience of government institutions in developed areas in China,aiming to provide positive inspirations for the reform of local government institutions in M city.On the basis of analysis of the problems and reasons,this paper also puts forward some countermeasures and suggestions,namely,transfer the function of government agencies,conscientiously implement the government service function,the transformation of the mode of regulation,pay attention to the development of society and improvement of the introduction of "Internet + E-government service",compact structure,improve the administrative efficiency,the introduction of enterprise talent recruitment system and promotion system,the decentralization of power between the state council and the provincial government and guide the local reform to realize the personalized innovation,based on the results of reform timely perfect legislation,set up stable legal system.Hope that through this topic research,according to the present problems existing in the M city government institutional reform and the insufficiency,can propose corresponding suggestions,have a positive impact to reform of county-level government agencies.
