Employee Assistant Program is the long-term assistance and welfare programs which is set up for employees by the organization. EAP begun to enter our country in recent years, and it is still at an exploratory stage of the implementation of the operation. In view of cultural background, organizational structure, management style, staff awareness, professional talent pool and other factors, how to localize EAP and introduced it to the public sector in our country has become the issue which we need to study and explore urgently.Purposes of this article consists of two aspects:on the one hand, it aims to make our public sector obtain a deeper and more comprehensive insight into EAP; On the other hand, it is to provide reference on implementation of EAP for China's public sector through the case study of EAP.Based on the theory and practice on EAP, this paper extended to explore the application of EAP concerning the public sector in China. Summing up the relevant experience, it also put forward the implementation of import procedures for the public sector in China, through the analysis of necessity, feasibility for the implementation of EAP, the difficulties faced by EAP and problems during the current application of the implementation of the public sector.
