In the huge civil servant team,the township civil servant is the most basic part,and it is the group with the most frequent contact with the masses,covering the most extensive work.However,township civil servants have been working in the front line for a long time,with low post,low salary,small power and heavy work tasks.They have been fighting in the way of "5 + 2","white + black" and "8 + n" for a long time.Township civil servants are facing pressure and challenges from work,family and society.According to the survey,civil servants are the industry with the highest rate of job burnout.Job burnout is a potential hazard in the civil servants.It is not only harmful to the development of civil servants,but also to the smooth development of civil servants and the whole government.Therefore,it is very important to find an effective strategy to prevent the job burnout of township civil servants.This paper holds that the job burnout of township civil servants is mainly reflected in the following four aspects: lack of positive work attitude;lack of patience with service objects;decline in the significance and value evaluation of existing work;late and early leave,frequent leave.The causes of job burnout of township civil servants are analyzed from seven aspects: lack of broad promotion channels,lack of pressure relief channels,lack of perfect assessment mechanism,lack of timely,positive and positive evaluation,low sense of professional achievement,difficulty in matching people and positions,and difficulty in landing fault tolerance mechanism.Therefore,it is particularly important to improve the existing personnel management system and prevent the job burnout of civil servants by providing spiritual services to meet their various needs.The employee assistance program(EAP)is a series of complete,long-term,free,and spirit-based programs that are provided by a collective organization to its own employees.EAP promotes the collective improvement of the overall working environment by using comprehensive means and various ways,and helps employees to coordinate and solve somedifficulties beyond the scope of personal ability,so as to improve the individual performance of employees and ultimately the overall performance of the organization.The implementation of EAP in various industries abroad also provides valuable experience for the township government.such as building a stable psychological contract,improving the psychological capital of employees,career planning and management,etc.This paper selects township civil servants in yuanping city,Shanxi Province as the object of EAP service.Firstly,the pressure and needs of township civil servants were assessed,then the leaders of township civil servants were interviewed at two levels,and finally,the effective ways to deal with the occupational burnout of township civil servants were proposed by using EAP theory and drawing on the experience of some western countries:clarifying the professional values,scientifically planning the career,improving the psychological capital,and building a humanistic care environment.In order to ensure the smooth progress of EAP service,the paper puts forward the safeguard measures of implementing EAP for township civil servants from five aspects: leaders should take the lead,management should start with details,organize members to communicate with tolerance,establish mutual assistance team and use the existing platform.By selecting the EAP service points suitable for township civil servants,we apply EAP to solve the problem of job burnout of township civil servants in China.
